Ms Dawn Wilkes Program Manager, Security, Universal Postal Union (UPU)

Dawn Wilkes is currently seconded from the United State of America to the Universal Postal Union as the Program Manager for Security. She has held this position since November 2018. During this time, she has conducted numerous large-scale capacity building workshops in the Caribbean, Asia Pacific, Africa, Middle East, and Latin American regions while working towards accomplishing the key performance indicators set at the Abidjan Congress 2021 and facilitating the physical security for the upcoming Riyadh Extraordinary Congress in 2023. Dawn is also the Secretariat for the Postal Security Group (PSG) and facilitates all associated activities and sub-groups related to the security of the postal supply chain including the ICAO-UPU Contact Committee and the Illicit Goods Mitigation Expert Team (IGMET).

Previously, Ms. Wilkes was assigned as a Postal Inspector/Program Manager of the Global Security Group at the San Francisco Gateway for the U.S. Postal Inspection Service (USPIS). USPIS is the Federal Law Enforcement branch of the U.S. Postal Service (USPS). In this role, she worked closely with numerous federal agencies to coordinate international mail security training and respond to requests that pertained to the Asia Pacific region. She also collaborated with representatives from various restricted unions on issues relevant to the protection of international mail.

Ms. Wilkes began her service with the USPIS in 2006, during her tenure she worked a variety of assignments ranging from external and internal mail theft, mail fraud, prohibited mail, assaults, threats, and physical security. She has received multiple awards and recognitions for past casework from both within and outside the agency.
