Mr Fumio Ito Project ManagerInternational Narcotics Control Board (INCB)

Fumio ITO is the global project manager for New Psychoactive Substances (NPS), with the Secretariat of the International Narcotics Control Board (INCB) in Vienna, Austria, where he is responsible for implementation of Project ION (International Operations on NPS). Mr. Ito has spent almost 30 years in public service, including 7 years as an in-house legal counsel at the City of Ashiya, Japan, and 21 years as a programme manager and expert in drug law enforcement, legal and judicial system reform, counter human trafficking, anti-corruption, terrorism prevention, and rural development for various projects of INCB, UNODC and the Japan International Cooperation Agency (JICA). He worked for over 10 years in Southeast Asia and Afghanistan.

Mr. Ito, a Japanese national from Hyogo, Japan, holds a bachelor of letters degree from Kyoto University, Japan; a master of law degree from Kobe University, Japan; as well as juris doctor and master of laws degrees from the University of Washington in Seattle, Washington, the United States of America. He is admitted to practice law in the State of New York.
