Mr Viggo Elster Norwegian Customs

Mr. Viggo Elster is Senior Advisor in the Department of International Agreements of the Legal Staff in the Norwegian Customs. He has more than 20 years of experience from innovating Customs procedures, among others in the area of small and postal consignments where the cooperation with the Norwegian Postal Services is essential.

Mr. Elster is currently engaged with Customs aspects of e-commerce and working on the Norwegian VOEC (VAT on E-Commerce) scheme, where the VAT is collected by the Internet sellers or platforms instead of levying the duties at the border. He also represents Norway in various forums in WTO, EU and WCO regarding International Customs Procedures and e-Commerce.

Mr. Elster also has wide experience from working with prohibition and restrictions and was responsible for building up the Customs anti-counterfeit strategy in Norway. He was also team leader in the WCO IPR, Health and Security Team, and led workshops and operations and had close cooperation with both private and governmental international organizations.

Mr. Elster holds a degree of Law and teaches at the newly established Customs Bachelor study at the University of Stavanger. He lives in Oslo with a lovely family of five.
